5.Township (street) :Participating in the scope of the administrative region"Balance in and out" chart field verification, submit annual "balance in and out" plans and programs on time, organize project implementation;Responsible for the post-implementation management of projects in the administrative region。

(3) Strict acceptance safeguards

1. Acceptance procedures

1) The application for acceptance shall be submitted by the "balance in and out" reclamation unit。After the completion of the reclamation project, the reclamation unit shall submit an application report for acceptance to the land office of the township (street) where it is located, and carry out acceptance inspection after it is confirmed and verified by the township (street) office。

2) Set up an acceptance group。The members of the acceptance group are mainly from the Houma Natural Resources Bureau, the Municipal Agriculture and Rural Bureau, the Municipal Forestry Bureau, the township (street) and the third party technical service units of land reclamation engineering and financial experts。

3) Carry out field acceptance。Check whether the "balanced access" reclamation project meets the requirements of the "Land Reclamation Quality Control Standards" and the "Land Reclamation Plan"。

4) Conduct internal inspection and acceptance。Check whether the archival materials related to "balanced access" land reclamation are complete and standardized, including land reclamation acceptance report, land reclamation supervision summary report, single project acceptance receipt, unit project acceptance confirmation, land reclamation scene image data, etc。

5) Hold an acceptance meeting。The construction unit and the supervision unit shall report the work, and the acceptance team shall put forward the acceptance and rectification opinions, form the conclusion of "balanced access" land reclamation acceptance and sign。

2. Contents of acceptance

1) Review township (street) area land reclamation completion report, supervision summary report and other relevant materials。

2) Comprehensive inspection and acceptance of township (street) area "access balance" reclamation tasks and objectives。

3. Acceptance conclusion

1) The quality acceptance of land reclamation projects is divided into qualified and unqualified, and the acceptance results are divided into pass and fail。

2) The acceptance conclusion of the acceptance group shall be signed and agreed by more than 2/3 members of the acceptance group, and the acceptance group shall put forward clear acceptance rectification opinions and acceptance opinions on the acceptance contents。

(4) Daily regulatory safeguards

We will strengthen daily oversight and resolutely curb new growth"Non-agricultural" behavior outside the overall scheme of "balance in and out"。By the township (street) to implement monitoring, timely and comprehensive grasp of the implementation of the "balance of access" land reclamation project in the administrative area, to ensure that according to the implementation plan to complete the "balance of access" task;Ensure the timely landing of corresponding land conversion projects after the completion of land reclamation。

The transfer of cultivated land outside the monitored implementation plan, once discovered, must be stopped and corrected immediately。

(5) Safeguards for annual inspection and assessment

The "access balance" work and the "access balance" reclamation project late management and protection work are included in the annual assessment content of each township (street)。The relevant responsible personnel should be assessed regularly, and the relevant departments should strengthen coordination and cooperation, do a good job in division of labor and cooperation, and form a situation of joint management。If the cultivated land is not responsible in the late management and protection work of the project, resulting in damage to the project, the management and protection personnel shall bear the corresponding responsibility。The newly added arable land must be used for grain production, and the subject of contract management shall be determined in accordance with the law, so as to put an end to the phenomenon of abandoned farmland and wasteland。It is strictly prohibited to convert the newly added arable land into other agricultural or construction land。
